Passing Time

When looking at schools I have been wondering about some of the ADA issues. I saw one that placed some stair lifts at two differing positions within the school.

What I really wondered was what if someone has to get up the stairs. It would seem to take a lot more then the few minutes for passing. I would wonder if it would take about three to four times the amount of time. As it turns out they moved the classrooms around so that wheelchair people would only be on the bottom floor.
